Jeff, a young gay photographer becomes fascinated with a serial killer when he finds the body of the Bay Side Strangler by the side of a river. Jeff is inspired to create an art project based on the killer and his victims, and as he begins, he is visited by the ghosts of the victims. Is he dreaming or are they apparitions? Is the Bay Side Strangler not really dead at all, and could Jeff become his next victim?
